They are one and the same.
Low Consider and Honourable Mention are the same grading, the same level of score.
The gradings look like this:

Low Consider / Honourable Mention

In the main industry Low Consider is more commonly used, but we introduced the term Honourable Mention because we felt it was more reflective of the script's performance/level of promise.
